It was locked there… if you zoom in on the picture the lock can be seen just in the back wheel ,attaching it to the slightly narrower part of the post… which probably explains the ‘why?’ – those fixed U shaped mocks don’t stretch around the thicker part of the post 🙂
I remember once seeing a bike chained to an individual parking meter. The owner appeared not to have grasped the fact that the bike could be lifted over the top……. 😀

Hmm…perhaps the bike owner thought the “H” on the wall designated an official “HANG” spot for bikes? LOL
